What is this tool?

Hi all,

My friend got this tool (circled in red) with some other tools, but she doesn't know what it is, and I don't either. I told her it looked like a doomaflotchee tool; can anyone help?

In the Handle which has a twist lock open and close you'll usually find some bits for reaming and even some small drill bits.
Hand drill/reamer of small holes. An old school hand tool way before today's cordless power tools.
Usually made by Stanley among a few others.
