Ditto on the pipe thread repair. Should be four cutters marked 8, 11-1/2, 14, and 18. Check to see if there are any numbers on the cutters. Looks like there is one in the working position and three other packed together in storage.

It was or is used to retread axles on large trucks or 4 wheel drive vehicles that have axles that are hollow (like pipe.)

Truck axle tube rethreader, notice the specs don't mention NPT. I've used them.....
