What is this unit?

Anybody know details on this unit? Auction site has it listed as a drill press. Its made by the Chandler and Price Co . Thet were very big in the printing press equipment industry so searching for them only finds printing presses,same company,no info. Thanks

Yeah, that's a paper drill. Used to drill the rind binder holes in a couple of hundred sheets at a time. Can't give any details on when it was made or what it's worth though.
