One arm of a gear puller? Looks like a 4" stamp on it.

It is one part of an extractor. That hooks the edge of the gear, bearing or pulley.
Agreed, that is one arm off of a 2 or 3 jaw puller. Different sizes on either end for multiple pulling options. Kinda useless by itself though, lol.
