electrician tool? I got it in a lot from auction, rest was craftsman and so. What do i do with it, is it useless or useful?

It's safety wire pliers, used to hold two thin wires tight and spin them tight. We used a similar pair of pliers to replace the gas system safety wire on the M-60 machinegun.

Are there any markings on the pliers?

It's not for electrical. It's for spinning regular wire (think picture hanging wire) into a tight spiral to prevent it from undoing itself. This is useless for electrical work.

Electric wires need to be twisted as well, for electronic reasons. I am not quite sure why this is for the thin wire only, perhaps they use different ones for insulated copper wire, but not necessarily.

It's for doing this sort of thing. Common on aircraft, race vehicles, and I'm sure plenty of industrial applications where it's critical a fastener doesn't come undone:
