It's a Dowel Jig for drilling dowel holes for wood joinery. That one looks like it may be a General model 840.

Yep, clamp it to the edge of your board, turn the dial to the appropriate sized dowel and drill your hole. Dowel joinery was very popular for DIY furniture up into the 80's. The more expensive biscuit joinery took over and now it's the even more expensive floating tenons.
