I'm getting a strong hunch that it is a Malco FT600, which a few second google search shows it is an adjustable flaring tool for copper. ;) That's just a guess though.

It's flaring tool. The flaring dies revolve in the frame, and are locked tight by a cam action when pressure is applied to the movable handle.

The same type of flaring tool is still sold by Superior Tools as the "Papco" style flaring tool.

Rothenberger Tools also sells the same style flaring tool. The newer version uses a different flaring cone and frame design, but the older Rothenberger one were the same as the Papco tools.

The Rothenberger version is made in the USA so I presume the Superior version is as well.

The trademark for Papco was owned by a Canadian company called H. Paulin & Co. and later the Hillman Group. Rothenberger had a Papco trademark for tubing cutters and flaring tools, but the trademark is currently listed as dead.
