Last time I saw something like that was when we did costumes for a renaissance fair... you put pegs in the appropriate holes for the size of the ruffle on the neck, and weave the fabric through it and sew it all together. Sew the neckband on the end, and viola - you're now a fashionable 1500's noble or something. (They're called "ruff boards" by those who use them...)
Ours was made of wood, so that probably has a more legit use than that... then again, some of those Renfiar/SCA types can go pretty overboard.
