What is this?

I was at a local flea mkt. / swap meet yesterday when I found this Mac p34 punch in a box marked .50 each.Of course for .50 I bought it.My question is what is this type of punch used for?Looks to me it some sort of flaring or countersink tool.Anyway,does anyone know for sure what it's meant for?

I'm pretty sure it's for working with rivets but I wouldn't know how to use it.

They still make it but with a knurled handle so would be hard to date

It is a starter punch it is used to make a hole for a sheet metal screw. It
makes a hole that is counter sunk and has a short area to cut threads in.
