What is This

This was found in a ancient oilfield in the hills of Pennsylvania. It is all cast iron except for the brass lock cylinder. It is not made very sturdy so I don't think it is pipe stand. Why does it have a lock? Does any one have any idea what this is or what it may have been used for?

I think it may be an early double spare wheel/tire lock for cars. Flat tires were a frequent ocurrence in the early days, and many cars carried 2 spare tires.

All the time we were thing it was oil related.
