What is this?

I was going through some more of my dad's stuff and brought this home. The only markings on it are the words "TOOL ROOM" engraved on one of the flats. I think I know what it is, but what do you all think?

It's to align round objects on a flat surface (like a drill press).

I've got about have a dozen that my Dad gave me (among many other things) before he passed away. I've been sorting through all the boxes and organizing / incorporating into my boxes. My brother will be getting his old boxes since he has none.
