What is this?

I am cleaning out my father in laws home shop and found this.......it is marked Samuel Eastman company....I believe it may be some type of fire fighting equipment.....anyone recognize it?

This shop is loaded with cool items....60 years of collecting tools, car parts and antiques. Unfortunately he is no longer here to share in his treasures. I am sure I will be posting other unidentified items as I continue to go through this shop

Eastman was an early maker of fire service nozzles and appliances. I believe that would have been used to attach a nozzle to ladder rungs via the two hooks when directing a water stream into a window.
