I'm inclined to agree that's what it is, though I'm puzzled by why the jaws pivot.

after studying the available information, I conclude it is possible a saw vise.

AHHH, NOW I see it. The jaws pivot so it is a folding saw vice. Something you can fold up to fit into a carry-able toolbox, and use on any bench. Neat!

It appears to me that to be used it must be mounted as shown. There not collapsible unless you are going to build the frame at each location.
Saw vises are something I have no experience with. Not really a wood worker altho I'd be willing to learn if the opportunity was presented. Every time I had a construction job something happened and I didn't stick with it.

Build what frame? You hook the static jaw up over the edge of your bench, and put one screw through the bottom of the clamp (into your bench's leg), and you're all setup.
