About a third the way down this page it’s explained but I can’t really grasp it without seeing it done. They call it a “rolling sleeve tool”

Give a check on Ebay’s sold listings, they’re regularly on there. More of a novel thing for telephone, Plomb/Proto and ratchet guys.
