Tailpipe expander.

We have something like that at work. They use it as a core expander. They're made out of metal though but look pretty much the same.

Not really an expander but more of an out of round shaper. Like if a clamp deformed the pipe it will take the ridge out. But it isn't made to expand the pipe to the next size up.
