What is this?

I'm in the process of cleaning out my parents home. I found this item on my father's workbench. It looks like some kind of vise. Upon further inspection, it has no adjustment. On the inside there is a tack weld on the threads keeping it from it going one way and the end of the thread keeping it from going the other. Any ideas from anyone?

That’s exactly what it looks like to me. A home made vise. Or possibly some type of item specific mount like for a tool to mount it in a bench vise. I like the jaws wonder where they came from.
