Induction heater or a specialty soldering iron for pipes, maybe? Edit: Probably not enough "support circuitry" for an induction heater on second thought. Still think the soldering iron idea might be possible.

Edit: Yes, it would be size-specific if that happens to be correct. I would reply to RTM on this, but it seems insubstantial so I'm just editing in my agreement on that.

Edit 2: Maybe a pipe "welder" for plastic pipes? Whether for soldering or plastic welding, it does look crude, but old tools often do. That said, I might not even be close on this. Who knows.

Poaching a single egg? Warming fluid in a vessel? Not sure about pipe pre heat tho, your fit would need to be impeccable, due to poor heat transfer through air. If it wrapped to fit, so you could use inline, might be more believable.

I found one of those years ago and was told by my grandma it was for heating water when washing clothes.

Maybe.

But this one has a three prong grounded plug. When did those start being used?

No handle to keep the heat off your hand. Also, no hook to keep the entire thing from falling into the laundry tub. No way to even set it down nicely and not burn anything?

Any use of this for heating would need those things.

Can't be for personnel use, it isn't ribbed.:lol_hitti

It's obviously some sort of immersion heater. It almost looks like you could splice it into a hose to heat flowing water. Newer bucket immersion heaters tend to have a guard around the heating element.

Engine block heater.....but the universal clamps-in-a-radiator hose model. Seriously.

Cut the hose, that makes a lot more sense, couldn’t see it on a hose otherwise. Not a big thing in most of California.
