Not sure what you are supposed to grab with this thing.
Any ideas?

How wide is the working area where the punch is? It is one sided, so you can only get so far in to whatever you are working on. Is is sharp enough to punch leather with only a one sided punch?

I was thinking it might fold something over, rather than punch, like folding an edge on a strip of sheet metal.

Maybe a came puller? Used to pull the lead strips for stained glass straight?

handle for a strap pipe wrench? canvas or leather strip goes around pipe then through the jaws of the tool, tighten by hand, you then squeeze, pull and the tab on the handle gives you better grip?

Rod, you need to post photos and measurements of the throat in the hinge area so we can see how it moves and if it can clamp anything.

I assume the spur on one handle is not a punch. Am I right?

I think the "spur" is a grip for your trigger finger.
If you swing the arms the other way it only goes 200 degrees (as pictured) or so before it stops.
The pointing parts are very dull and would not poke through anything. The original finish is still there so the ends were never sharp.

Some more pics. It only closes to maybe 1/18”. Ends and pointy piece are not sharp enough to punch into anything.

Can we see an end picture? Looking down into the hinge (see red arrow)?

Also, that is a very nicely finished rivet. There must be a reason they made it that nice.

I almost thought it was a can opener, but the orientation of the "cutting" part is wrong. Plus you wouldn't need the tab on the handle (for presumed leverage).

Insert a wire into the area where S&A shows the red arrow. I suspect that these are for gripping a wire and pulling it.
