This was in a box of Skelton keys that I picked up today at a swap meet. Appears to be made of copper with brass at the tips. Looks like a feeler gauge but every piece measures the same thickness .038 in. Marked 4 through 20, the point marked 20 also says U.S. STANDARD. I have no idea what it could be.
