The curved shelf is for pens, pencils, etc. There's not enough clearance above it for a Thermos bottle and it's nowhere near long enough to hold rolled plans or welding rod. Not to mention that the shop foreman who used it would have no reason to have welding rod at his desk. :)

Manufacture of that shop desk (AKA foreman's desk) is probably Lyon, and by the look of the drawer pulls and door latches, it dates from the 1940s, long before plastic invoice sleeves were invented (not to say someone didn't use it for that later, just not what the curved shelf was originally intended for on that one).
