looks like a 240-20a outlet, but I'd refer to the chart above.

What size breaker is it on? looks like 20A for sure. But the wiring tells if its 240v or 120v..

When I was growing up I think we had a 220 window AC unit plugged into something like this. Is there evidence of an air conditioner or maybe an air compressor nearby?

No, it's in my finished garage, no window AC units. Don't know what the PO had plugged in there. The bottom one is a 6-50 (and I plugged my compressor into that), so was just wondering about the top one. We picked up a Chevy Volt, and the main outlets are 15A, so I was hoping that top one was 120. I'll check it, the wiring, and the breaker.

No worries there. The compressor gets plugged in the big 6-50 on the bottom

It's easy to change to 120,just need to move a wire and replace the receptacle

I have a wood thickness planer that uses that style outlet. Mine is 20a 240v

Thats not what i asked.
Looks like the label says 7.5HP? Cant quite tell as the pic is blurry...If so, it should NOT be plugged into a receptical! Over 3HP needs to be hardwired!

Thats a fake 7-1/2 hp. I would be surprised if that compressor is over 3 actual hp.

If that MC or AC cable on the compressor is terminated in the plug, it is a violation in and of itself.
Cord is the only thing that should be terminated in a plug.
Any compressor rated over 3 horsepower has to be hardwired, fake rating or not.
