Have a small block building built in the early 60s. Paint is pealing badly and hasn't been painted in many years. I do not have the option to pressure wash it so I will have to scrap it the best I can. What is the best primer to seal and cover it before painting. Building is in upstate NY and gets little sun but lots of tree cover.
