Tethers are attached to many types of tools when working overhead, usually in operating plants,nukes,coal burners,steel mills,petro chem. We use them in the Pipefitting Industry mostly over operating machinery...

Working over electrical buss in a factory. They have exposed copper bars where they can tap into the bar to get power for some machine. Drop a wrench on that and it vaporizes

If you look in snap on industrial catalog you'll see alot of tools with that ring and the tether tag too, also some of these guy's who work up high need to manually climb up these heights , so it be a real pain to drop a wrench and need to down to get it !!

Tethers are required to be used in many industrial settings due to safety and FME (Foreign Material Exclusion) requirements.

If you look in snap on industrial catalog you'll see alot of tools with that ring and the tether tag too, also some of these guy's who work up high need to manually climb up these heights , so it be a real pain to drop a wrench and need to down to get it !!

The section of the industrial catalog is called "Tools at Height". I think the main concern is the potential to injury to someone on the ground if a tool is dropped from enough height.

Yup. I am / have been a tower guy for many years, and I tether many of my tools to my tool bag. Hey, I even weld up Snap Links to the tools that I use frequently up there to keep them from falling 250 ' to the ground and losing them.
