I'm fairly certain "S.S-Pak" means "stainless steel, made in Pakistan". There are one or two cities in Pakistan that produce a huge percentage of the worlds stainless steel medical tools, and along with the medical tools, they also produce tools for other industries, usually out of stainless steel, even when that would not be the normal type of steel used elsewhere.

Jewelery suppliers usually sell a large number of Pakistan made, stainless steel pliers, for those looking for more economical tools. I don't know what those particular pliers would be called, but there is a high chance a jewelery supplier like Rio Grande, or Grobet, might carry them. Jewelery supliers would probably call them "bent, chain-nose" pliers. This is the Rio Grande website.

Those are left handed ear hair pullers, the right handed ones come with red handles.
