What the heck is this tool?

Found these in a box of misc stuff from my Dads Garage. No idea if they are some sort of toy or a tool with some purpose but I cant imagine what? That is a quarter for size reference and they are almost like a small pliers but all 3 arms move independently. The rivet holding them together looks hand peened over. No markings anywhere on them.

Any ideas?

I'm thinking they are for bending something. Kinda like the pliers that tinsmiths use to reduce the size of duct.

I was thinking hose clamp crimping pliers, but the third handle and jaw doesn't make sense then. And it's only for very small hoses. And I couldn't find anything like it on the internet.

I think they must be from some sort of toy kit as they seem too small to be of any real use.
