What the heck is this?

This apparently has something to do with torque, but specifically what, I cannot say. Suggestions? It's made by MHH Engineering, in England, patent number in England of 744597, distributed by DG Mountz Associates, in San Jose, model DL36. I couldn't find anything on the web, but perhaps the collective genius of the GJB can solve the mystery. Thanks in advance, guys!

That is a torque tester or calibrator. For what tool, I have no idea.

It is used to check and calibrate torque tools. We had a few of them at work for setting pneumatic screwdrivers and hand tools. Look at the hole on the front left, is it a hex or square for coupling to the tool?

Thank you one and all! Inside the hole on the left seems to be a bunch of sleeve bearings, so I suppose it will fit a hex bit.
