What the hell is this? Bead Breaker?

Bought this at an old service station auction last fall, thinking it was a bead breaker, but can't seem to figure out how it works.
It's stamped "Wenco Crete Nebraska" on the handle and looks to be factory made.

I'm pretty sure it's for stretching fences. Basically a larger version of the snow chain pliers.

I could see those, maybe, but why the flattened spoon ends on the curved piece?
I also saw some old alignment equipment on this sale with same Wesco name stamped on it.
