You can use potable water and replace it monthly. Preferable is using a saline solution as it lasts longer and resists bacteria growth.

Is this for a home shop or business?

I keep a few bottles of water next to the first aid kit for eye flushing. Upstairs I usually have a bottle of eye rinse.

I really should get an actual eye wash kit, but you need to pay attention to the expiration

If you have a sink tap in to the angle stop

We use these in a Lab environment, surface mount on a wall

needs a water pressure reducer to get down to 35 psi

It says fill with purified water and they do have an expiration date. I've never refilled one, I always replace when used up or expired. Can't take a chance on a job site and I only hand out sealed bottles.

There are two types of contact saline solutions (I'm not talking about contact cleaning solutions). You either have sterile (preservative free), or the type with preservatives in it. The sterile solutions come in sealed bottles, and are only sterile if kept sealed. That's a terrible solution to use to top off an eye wash station, as it will breed bacteria and fungi. I suppose the type with preservative should be fine, at least through the expiration date on the bottle.

I keep a few small bottles of sterile saline solution around for emergencies. Usually around 10ml - 50ml size. But I also have an eye wash faucet aerator I can use for when long rinses are required.

Believe it or not, the eye wash that is sold at drug stores and big box stores has an expiration date.

Before I retired I co-owned and ran an inspected commercial boat (>6 passengers) and every year we were required to have a USCG inspection. When they got to the first aid kit, the first thing they always looked at was the expiration date on the eye wash.
