What tool is this ?

Does anyone know exactly what application this tool is used for ? it has no name or identifying numbers, it's 7 inches long, the shaft is flexable and the threaded section extends/retracts the lower "L" shaped piece as it turns, like a mini vice. I'm thinking maby a specialized carb adjusting tool or something to do with inner door workings ? any ideas ?

It is for temporarily increasing the engine RPM by holding the throttle open.
The holes allow it to slip over the throttle adjustment screw.

Looks like a manual version of hose clamp pliers, but the round holes I am not so sure.

I saw one of those last night but did not buy it. However, I did find this in the bottom of a tool box I brought home.
