What tool is this?

I have two of these that I have inherited over the years. I assume this is some kind of punch, but I can't figure out what it would be used for.

looks like concrete anchor setting tool to me..

it's used to install lead anchors.

Like has already been said, it's for setting lead anchors

Thanks everyone! I have had these for years, and every time I saw them I would speculate about what they were for. I never would have guessed they were for lead anchors - thanks again.
