What was its use?

In cleaning up some old tools of my Dad, I came across a W&B (Whitman & Barnes I think) Bulldog #2 wrench - also identified in places as an alligator spanner. My question is, since it's not adjustable, smooth on one side of the jaw and grooved on the other, what was it used for? Working with pipe, turning a nut, or what?
