What was this used for ?

A friend gave me this tool . It reads Snapon Tools Inc S9580. Only good use i have found for it is to cut the paper seal on Skoal Cans. Any ideas was it part of a set for a certain purpose ? Thanks for looking.

I purchased three tools at a garage sale and it took me a long time to identify them. That was one of them. I can’t remember if anyone actually bid it on eBay the second time. I saw one on eBay today with either bids or sold today. I don’t remember which as I looked at too many auctions.
