I won an auction on E-bay for Snap-on Impacts ($75). Before I bid I asked the seller (804 feedback 98.9% good)for additional pictures (didn't get them) and if they were modified in any way since his picture didn't show the drive or nut ends very weel. He said they weren't modded, just in good used condition. I knew they would be used and I was fine with that so long as they didn't have something other than normal wear and tear. I week later I get the sockets and every one has a chunk ground out on the drive end (not sure the purpose of them) and the smallest socket was ground around the nut end (likely to fit a tight application). I send a message through E-bay relaying my findings and the seller agreed to refund my purchase once he got the sockets back.
Here's where it gets interesting. I sent the sockets out with delivery confirmation via USPS. He rec'd the box on Saturday but claims to have gotten a bag of chia seed
(I had to look this one up) inside the box and not the 10 sockets I sent. Incidentally I did a little math and given the density of the seed he claims I sent and the size of the flat rate box I could only phsyically squeeze about 2 pounds of seed in the box. My receipt shows I shipped a 4lb 11.5oz box.
We've been going back and forth for the last couple days. Him stating he'll refund my money once he gets the sockets and me basically saying you got them please send a refund. We've been fairly cordial with each other up to this point but I'm tired of dealing with this yahoo and his excuses.
I figure I can go though the E-bay resolution deal, Paypal resolution deal, or just ask my credit card to issue a chargeback. What would you guys do? Any other ideas? I'm in WI and the seller is in TX and to be honest I don't believe in "making a personal visit" over something like this.

Plus I figure once I threaten filing a claim he'll cut off all communication. I might as well just file it with Paypal tonight and go from there.
