I love the WrightGrip options myself, but they’re a bit more than you want to spend. If you live near a decent sized military installation, watch out for surplus deals and hit pawn shops and garage sales. Lots of Armstrong and Proto that was tactically acquired and is too heavy to move on the next PCS, or when beer money is getting light.

I keep a Facom 440 set in the car, really pleased with these, nice wrenchs to use and decent storage. Obviously check the skip sizes aren't an issue:

You can get the Craftsman V Series and I think it is 7-19mm skipping the 9mm. Or you could do the gunmetal chrome set that are much longer for $10-15 less. The former is a copy of the USAG/Facom and the later of Proto ASD. Both come in racks.

Any junkyard scrounger will have all the usual hand tools plus some serious leverage tools and a BFH.
Another handy item is a made up wire harness to utilize power tool batteries for powering up electrical devices in cars. Try removing a power seat that is fixed in one position some time.

In terms of metric wrenches in your road boxes or go bags, are 7mm, 8mm, or 9mm important to you? I’ve been making a set of metrics to keep in my truck. Thanks.

This thread is old… but people are, obviously, still answering it… so…

The OP said he wanted all metric… but I would put 1/4” and 5/16” nut drivers and nut setters in any road box or cart.

My local "road bag" includes a flashlight, a cheap 10 mm combo wrench and a Phillips screwdriver. About all you need for a Honda. No need for expensive brands for something rarely gets used. I bring a metric combo wrench set for long road trips though.

I go cheap on a road/, junkyard set.

I got this because it's a lot of wrenches for $80

I also got these

These actually turned out to be pretty damn good wrenches , but black and not stamped...

If I could afford Wright everywhere I would.

But I'd have to agree a Tekton 19pc set probably fits your bill here the best with your stated budget.

I think this is by far, the best value in a metric wrench set. Cripe has been selling them for years. They're NAPA badged Taiwan made Gearwrench clones.

Value there no doubt. Youd triple the cost adding 17 and 19 and still be ahead of the game.
