If you scrape/gouge along that joint you'll probably find it's pretty thin in a lot of spots. Scrapping it out, making a "cake icing" type of tool, & refilling with plenty of mortar is the old fashion way of repair. Filling with elastomeric caulk like Zeke suggested is just as good & a lot quicker. Either way scrapping to find the thin spots isn't a bad idea.
Check that it is not the water getting out from behind the paneling.
There should bee "weep holes" leading onto the flashing at the bottom of the panels.
(There should be some at the bottom of the bricks also.)
Neither panels or your bricks are water proof.
Water will get behind them.
