What's that tool?

So I inherited a bunch of tools from my grandfather. He worked for / retired from IR if it helps. This appears to be some sort of stabilizer / holder for maybe a lathe? I thought maybe a nurling tool but it has no wheels. Stampings on the handle are "ZEUS" and "DBGM." Any ideas?

That was my initial thought Roadglide but it has no nurling wheel(s). Maybe they broke off at some point....?
