Just looks like a regular H frame puller that someone cobbled together to do some other task. Between the anvil and the v shaped pad, it might have been used to push something off a pin. I'd probably just keep the H frame, source a new lead screw, and toss the rest. I mean, realistically I'd probably just throw it in with my next marketplace sale like this guy did to you.
