Looks like something made for a specific application.

Just looks like a regular H frame puller that someone cobbled together to do some other task. Between the anvil and the v shaped pad, it might have been used to push something off a pin. I'd probably just keep the H frame, source a new lead screw, and toss the rest. I mean, realistically I'd probably just throw it in with my next marketplace sale like this guy did to you.

The screw and handle look like they are from an engine support bar.
