What's up with this hanging ground wire?

Visiting in-laws house, I noticed this 10awg wire is attached to a copper pipe that serves
an outside faucet. But the end of the wire is just hanging in the basement.

The copper pipe is properly grounded near the main shutoff valve.

At one time did the wire pass through the hole in the outside wall (now used for fiber cable) and
was attached to the top screw in that device on the siding that looks like something
for a satellite dish? Was it meant to be a ground for the satellite cable?

Those fittings in that block look like what the cable company uses here for multiple hook ups in dwelling.
Unused and no longer needed, Now they all like to run there own ground rod into the ground.

You can remove it all if nothing in close proximity needs it. Looks to me like just a partial demo of the cable which isn't uncommon.

I hope they tie their own ground rod to all others on the property. Otherwise bad things can happen.

Folks - don’t do this.

Power and communication need a single point ground at the panel where a utility bonding strip is connected.

That's what I've always thought too but the Comcast installers say they are not allowed to touch any other "customer owned system or device". so they ground their cable demark with a ground rod.

Residential phone/cable/internet installers don't do anything "right". They do "good enough". That's been their standard operating procedure for a long time

There should be a Utility bonding bridge present for them to connect to. Something like this mounted external to the house near the meter. This is specifically for Comcast and others to connect to. If they do not know this, well they need to go away and install nothing.

The Comcast idiots did the independent method at my house before I bought the home. After we moved in, lightening storm fried modem and computer. I discovered their abortion and redid the grounding.

That I do not have, the 150 amp service was installed in this house pre 1983 when I bought it as a upgrade from the original 1954 build.
The ground in my panel is connected to copper water line and the old bell tell wire is grounded to the same pipe....
The detached garage on the other hand has a seperate 200 amp service and does have a outside grounding buss...
