What's wrong with this picture?

I'm here in Africa for two weeks with work in a newly constructed building with a few things different from what we see in the states. Apparently there are no building codes here or they are very lax. The electric rates here are very expensive so we're only allowed to leave the hot water heater on for a very short time. Same goes for the air conditioner and it was 99degrees here yesterday. There are lots of other things I saw that were out of the ordinary but I had to share a picture of the electrical breaker in the shower.

Very, and to top it all off the place has no smoke detectors and bars over all the doors and windows. Thankfully it's walls are concrete so there's not much to burn.
