Whatsit Pliers

I acquired a pair of pliers at a pawn shop last weekend, and I don't know what they are for. Check out the photos. There is no manufacturer's name on them. They are marked with "RS-18060", and are about 4 3/4" long. I bought them along with a pair of lamp cap pliers. So, they may be telco related. What are your thoughts?

RS is a UK based industrial / electronics supply house that still rebrands a whole load of tools for electronics use, they used to rebrand a lot more and they have been around basically for ever. Those could easily be from them.

Could they crimp split lead shot onto fishing lines?
