Not sure what this tool is used for or who made it. Anyone know???

This should be a good one. I'll start by saying it's used to crimp something. And that something can be held in the clips.

That looks similar to what we use to ear tags into animals. So I'm going with a tag installer whether it be animal or something else.

I was going to say some sort or rivets, but animal tags might just be what it was designed for.

Larry, I can't find a match for this mechanism but it could be along the lines of livestock tagging. It doesn't look capable of holding a needle though. Not like any ear notcher either. There's an Australian company called Leader Products with an ear marker that has that spring mech. Doesn't mean much though, I always see this spring in old garden pruners and nail clippers.

Found it! They are shoe button pliers. Learned something new.
