Whatzit found while cleaning bench

I ran across this yesterday while moving stuff around under my workbench trying to make more room. I have no clue, anyone know what this item is?

Looks like a tool to adjust tie rod tubes.

I saw one of those interesting looking things on the bay a long while back. It's called a tappet holding wrench.

Thanks for the ID. I suppose it would only be of interest to snap on collectors or to stump old gear heads.

Maybe. To see some of these old specialty tools in use would be exciting. The tool companies made so many especially back in the 30's and 40's.
