It looks to me like a simple adapter or percussive member for self-drilling expansion shells..............

I read it...and I am public school educated so you know that I am qualified.....and I can't explain it. I think it is alien technology from a steam punk type thingy. Best I can do without community college schooling.

What I gathered by reading that overly-descriptive jibba jabba on the patent is that a hollow cylindrical tube with a sawtooth end is slipped over the dowel half of that dowel-anvil combination part. The hollow sawtooth tube is then put against a piece of masonry and the anvil side is pounded with a hammer, forcing the tube to drill into the masonry. The ground up bits of masonry goes up the hollow drill-tube, up the hollow dowel-guide thing, and out the cross drilled hole just under the anvil's face. Once the hole in the masonry is the right depth the tool and drilling tube are removed, the hole cleaned, and a tapered cone of steel is put inside the drilling tube on the tooth end and the tube is reinserted and whacked good a couple times again to expand the toothed end of the drilling tube into a tight interference fit into the bottom of the hole. Making the drilling tube now an anchor.

It appears to be some sort of hammer-drilling mechanism to install an anchoring system into concrete or masonry...I only read the first paragraph or two but I would guess that you would put an insert/anchor at the pin position and drive it in with a ball peen or something similar...all the while holding the handle at a 90 to the rotating pin...the hard part would be locating the anchors that go with this tool...if that is what it is...still just an educated guess...how's this for a first post?

It's for setting "Red Head " anchors in Concrete with an air or Electric rotary hammer. They were very popular some years back , maybe something has replaced them now. Each size anchor has a different chuck. To change chucks , you spread the two round arms and insert the chuck of your choice. The shaft in the end of the chuck is special for each brand of hammer. It is tapered , and can be driven out with a BFH.... The hole in the chuck is for ejecting the tapered drive end of the anchor. When it's driven in all the way , the end is snapped off, and a tool is inserted and twisted . Cam action ejects it . like a Morse taper drill bit , only with a twist , not a hammer blow......
