Whatzit Tool AT515???

Hello gents & Ladies. Another whatzit tool question for the brethren, Found this at a pawn shop today. looks to be well-made and highly polished steel. Only ID is "AT 515" on the handle. Thought that it would be good to start pop tops on beer (errr, I mean soda) cans to save from splitting fingernails. Gal at pawnshop said it was a leatherworking tool but a search hasn't turned up anything along those lines.
Anybody have an idea of what it is?
