When is scuffed insulation ok?

I recently received several spools of #6 XHHW wire but one spool had shattered in transit and the broken spool edges scuffed the wire insulation. How deep does a scuff need to be to likely flunk inspection? Obviously the conductor is not exposed but this looks crappier than any wire I have ever installed.

IMHO, Scuffed insulation is OK on wire that is going to be scrapped.
