Where is foam fire blocking needed for rafters, wall studs with romex running thru?

I'm turning a carport into livable space and will be running romex through wood rafters and wall studs. Holes thru the wall studs will be 18" above floor, rafters are of course ceiling height.

I'm pretty sure I have to fire-proof foam the rafters, but does code require me to fill in the holes on the wall studs?

I'm subject to IRC 2018 and NEC 2017.

I built my home in 2018 and was only required to fire foam the penetrations in the top and bottom plates between floors. There appears to be a lot a leeway in interpretations and according to an out of state builder friend, our inspectors are lenient.
