It turns on at 60psi and off at 80. Is it the center security torx bit?

Thanks

And/or the one under the glob of hot-melt glue.

There is usually one screw for cut-off pressure and one for differential. I'll bet the one under the glob is the diff. screw.

I'm betting it's the torx . Easy enough to try it , just turn it a couple of turns & see what it does. ( measure your turns so you can put it back if needed without screwing with it )
that is , if you're confident in the condition of the tank

I didn’t have any luck. Turning the torx counter clockwise may have dropped the off 5 psi but turning clockwise something clicks and I’m now off at 75
