Note the holes in the disc on the right and the peg that locks into them. My guess goes with the indexing head.

Is it some type of transmission?

To put it simply it allows you to stop at set intervals. Think of machining the lug holes in a wheel for example. That would allow you to stop at equal distance for each lug hole. Hopefully that thing cleans up well, and more important i hope i didn't miss a great buy on craigslist!

not looking for anything in particular, but i know a bridgeport style mill is in my near future, so anything for a good price is always of interest.

he has a couple of mills that are old flat belt machines that have been converted to have their own motor. they looked to be in really good shape but are too old for me
he has a full sized shaper that he only wants $300 for. that is a deal but I dont have the room for it

he has a nice valve grinding setup that apears to have little use that he wants $400 for

I'm still not sure how it works:headscrat

it is commonly known as an index head. it is used to accuratly position (radially) a piece that you are going to put a series of holes or slots.
also used to position a piece of stock to machine gears
