Who made this Cornwell tool box?

Has anyone ever seen one of these? Any idea of vintage? I an guessing it is around 2000 vintage. It is pretty good size - about 40" wide, 16" deep, 19" tall with 11 drawers.

Did Cornwell make these or did some other manufacturer make them? I swear I have seen them labeled as Proto. I wonder if Waterloo made them. The drawer locking mechanism seems like Waterloo. The drawer slides have a bent tab retainer instead of a clip which I think is later Waterloo like.

Now to figure out how to remove a layer of ancient masking tape that was placed on the floor inside the top compartment without damaging the paint:(

Think I'd agree Waterloo. The remline ones I have seen had full width bottom drawers. The Kennedy one tend to have a hidden center support between the drawer banks.

Yes, on further research is looks quite similar to the Waterloo Pro Series WI-1511 tool chest. I am still not quite sure of the age as I do not see any vintage Waterloo catalogs online.
